Scott joined the District in June 2007 after completing more than four years as the Assistant General Manager at a local water department. Prior to his public service he worked in the private sector performing ground water resources and engineering geology consulting services with engineering firms in both southern and northern California for more than 25 years. He is a California Certified Hydrogeologist and Engineering Geologist. He has a Bachelor of Arts degree in Physical Science and Bachelor of Science degree in Management and Communication. Scott and his family moved to Big Bear Valley in 1984.

Travis Carroll, long time resident of the Big Bear Valley has been with the Big Bear Municipal Water District since 1996. He is an active member of the California Boating Safety Officers Association and is currently employed as an EMT as a paid call fire fighter. Carroll has been trained by the state in numerous boating safety classes and has received his CORE training certificate from the State of California in Boating Enforcement and rescue.

2010 Big Bear MWD Board of Directors

Big Bear Municipal Water District is a California Special District governed by a five member board of directors with each director serving a 4-year term. The directors are elected by divisions equally balanced by the Valley's latest census population. Elections are held every two years with elections for divisions 1, 2, and 3 open in the same year, and divisions 4 and 5 open in alternate even years. The offices of president and vice president are rotated annually by division.
